Description
Minimum Qualification
Applicants should be Ugandans holding an Honors Bachelor’s Degree in Social Sciences; or Social Work and Social Administration (SWASA); or Public Policy; or Law; or Economics; or Quantitative Economics; or Statistics; or Development Studies from a recognized University /Institution plus a Masters Degree in any of the above stated fields from a recognized University /Institution.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal Research Officer level in Government or equivalent level in a reputable organization.
Duties
The incumbent will be responsible to the Commissioner Education Policy and Research for performing the following duties:-
• Providing overall leadership to the research and capacity building function of the Division;
• Coordinating the development of strategic plans of the Research Division in line with the Department’s strategic goals, objectives and priorities.
• Presenting and defending resource requirements needed to carry out the annual work-plans of the Research Division.
• Coordinating the development of technical proposals on research and capacity building in accordance with the Ministry and Department’s strategic priorities.
• Assisting management in mobilizing resources for the research function and capacity building activities of the Education Policy and Research Department.
• Monitoring the performance and preparing progress reports on the research and capacity building activities of the Department.
• Coordinating the monitoring and evaluation of programmes under the Research and Capacity Building functions in the Division.
• Compiling briefing notes, strategy documents, regular regional/continental reports on Education and Sports, White Papers and contributing to national, regional and continental journals on Education and Sports.
• Representing the Ministry at relevant regional/international seminars and conferences.
• Leading the development of research frameworks for coordinating and harmonizing policies originating from Line Ministries /Departments in line with the national policy frameworks;
• Writing research proposals and findings for publications, papers, grants, and other documents.
• Identifying knowledge, skills and manpower gaps and advise the relevant authorities for appropriate action;
• Identifying potential areas of research and supervision of actual research exercises;
• Using data to inform and support evidence-based decisions in the Ministry of Education and Sports system (from the MoES central to the district levels);
• Managing and coordinating the day-to-day activities, like data collection progress, field deployments of enumerators, and budget management.
• Developing sensitization and educational programmes on policy research processes;
• Performing any other duties as assigned from time to time.
